The Plan integrates the two anchor components of the Government Strategy for the site – the Stadium and the International Centre for Conflict Transformation with a serpentine mile long park.

The plan also establishes a living and working community which provides a high quality environment and range of accommodation, including housing, offices, business premises, specialist activities and support services such as a school and health clinic.
